It is possible to export ALL users for a given search but this can be a time consuming job depending on the number of Confluence users in the Confluence instance. When this You start the full export by clicking the Start button. The job will know select all Confluence users that match the given filter in batches defined by search. So if your users per page was 50, the batch will be 50 when selecting all users.
