How is the Confluence user license field determined in Confluence User Export?
Confluence User Export app uses the following rules to determine if a Confluence user is licensed:
The Confluence user MUST be enabled.
The Confluence user MUST have 'Can use' global permissions either by a group membership or single assigned to this global permission.
The Confluence user is NOT an anonymous user.
